Spooner .raised. the question of procuring funds for the purchase of <br />civil defense equipment since he had been asked by the Civil Defense Chairman <br />for th.e Vi.ll.age 'to make money available for this purpose. It was pointed. out to <br />him that the Village has no authority 1;o turn money over to any elected or appointed <br />official without first having approved. the specific purpose for which the money is <br />to be spent; and, also, without having received a legally payable bill or. voucher <br />for such expenditure. I~4r, Spooner then said that he would advise the Civil Defense <br />peopa.e about this. <br />The 'Vi.l.lage Attorney reported to the Council that he had advised Ga,.rske to <br />get ride of hi_s pigs from the property adjoining the Joseph Duscharme home on <br />LaBore Road9 anal, bhat, i.n response to that notice, he had received a,l.etter from <br />Donald Wozniak, attorney. `1'he Village Attorney went on to explain that Mr.. Wozniak, <br />when he understood vrhat the problem .vas, indicated that he would have Garske comply <br />with the law and get .rid of these pigs. <br />'l'he Village ~.ttorney made a further report con.ce.rning the by-pass over the <br />]s'd. Gagne property by means o.f whi.ch traffic from Cen.tervi.l.le Road n.ow reaches <br />Nadeau Road. and Condit Street, Ike explained. that the highway Department has again <br />reassured. the Council that proper steps are underway to make certain. that i;he <br />by-pass wi7.1 be kept usa,b:le during the spring thaw and until. the service lane <br />is constructed- and open. for use. <br />The 'Village Attorney brought up the subject of the survey ma.rl.e by the <br />Bebteriburg firm as to sewers and the esti.ma.ted cost of such. sanitary sevrers in the <br />Sunrise Heights area. `]'he Council then. agreed to refer. tbi.s matter to a cit:i•zensr <br />committee composed o.f people 1i.vi.ng• i.n the di.stri_ct and the 1~4ayor proposed that <br />the following named, persons contact others in the area, and form such a, comrnitteea <br />Ld Geharty, Richard.Tt4i.llette, Jack Geronomie, Jesse Charpentier, Robert '1'hibault, <br />7,4r. Ingna,n and Don Sether. <br />Il'Ir. Prank Bruns of 1258 Park Avenue, St. Paul, asked the Council for permission <br />to keep cattle on property known as Block 2 of Southern Slopes. IIe was told that <br />it would be necessary to get the property rezoned to farm use and was advised that <br />as matters now stand, the Council would pat be favorably disposed to using this <br />area for keeping cattle since we have had. too many complaints i.n other areas. <br />Carl Spooner. then brought; up the matter of the proposed rezoning oi' that <br />part of the NVd~ of the NVJ,~_,- of Section 6 lying east of the Soo hine right-of-way9 <br />which had. been considered at the February 2.4th meeting and continued for hea.ri.ng <br />at this meeting. 1~4r. Clem :Bougie made a statement that he was i.n favor of authori- <br />zing the rezoning i4ith the understanding that the property was to be used for a <br />trailer park< Mr< John I~4aYzlke stated thaty as a businessman. in the Vil].agB, he <br />was und.e.r the impression. that the new tax laws of 1959 vrere such that the Council <br />would. not be causing a.ny undue burden on the Village by allowing a trailer park. <br />Mx, lfilell.s, ovmer of j0?_0 '1'rai.ler Pa.:rk9 and P,4r.
