MINUTES OF THE SPN~CIAL MEETING <br />OF THE VILLAGE COUNCIL OF <br />VILLAGE OF LI^1TLE CANADA <br />* * ~- <br />A special meeting of the Council of the Village of Little Canada was held <br />on lNednesday, October 24, 1962, at ']s30 P.M., at the Little Canada Fire Hall, <br />44o E. Little Canada Road. The following members of the Council were presents <br />Carl Spooner, Mayor; Walter Coenen, Clerk; John Vitale, Joe Hacker and <br />Edward Loeffler, Trusteeso <br />Also present were Donald Carley, Village Engineer, and George Gotwald. <br />The special meeting was held for the purpose of discussing the proposed <br />drainage worlts for the area between Iona Lane and County Road Co Mr. Carley <br />stated that he had discussed this with the Ramsey County Engineers office, The <br />County l~gineer claims that the ditch on County Road C is not designated as a <br />County ditch but it is a ditch that is under County jurisdiction, Mr. Carley <br />again revievred his proposal £or handling this drainage problem and submitted <br />his written statement in the form of a letter. Mr. Cas•ley pointed out that he <br />has re-examined the project and called attention to the fact that someone had <br />wanted some kind of guarantee as to what this work would accomplish. He pointed <br />out that because the problem involves not only surface drainage but underground <br />water as well, there aan not be any guarantee that all septic tank and drainfield <br />problems can be cured by this drainage proposal. He said that he does believe <br />that by disposing of surface water promptly the ground water problem would at <br />least be modified. <br />After considerable discussion and because of the high cost of this project, <br />and also because none of the people who would have to bear the assessment wanted <br />to be assessed, the Council took the position that they would proceed no further <br />unless the people initiated this as an assessment project pursuant to a petition <br />properly submitted according to law. <br />Upon motion by Vitale, seconded by Coenen, the meeting adjourned at 8s55 P.
