MINUTES
PLANNING COMMISSION
NOVEMBER 14, 2019
She noted that by reviewing aerial photos, it appeared previous tenants
placed dumpsters in the rear of the property. She stated that staff
recommends the Commission consider a condition that a locking enclosure
be installed on the property due to the type of waste materials that an auto
repair facility will generate. Kwapick asked if the dumpster enclosure
condition would be an issue. Walter Paugel, co-owner of Vehitech Fleet
Services, stated that he currently has dumpsters for garbage and recycling at
his location, and has no problem with adding an enclosure.
Buesing asked where their customers come from. Mr. Paugel stated they
come from all over the Twin Cities. He explained that they only work on
fleet vehicles, not personal vehicles. He stated that almost all of the
vehicles they work on are pickup trucks and different sized vans. He noted
they do have four to five customers with sedans and box trucks. He stated
that he stores the liquid waste materials inside and works with Ramsey
County Environmental Services to make sure it is correctly stored.
Jeff Rustad, owner of R & S Automotive at 38 Woodlynn Avenue, stated that
Woodlynn Avenue is not in good condition and gets beat up badly over the
winters from plowing, and noted that large vehicles are hard on the road. He
stated that there is no room for big trucks to turn around at the end of the
street, and there is a lot of traffic that backs up on Rice Street during rush
hour. He is concerned about the additional traffic on this street from another
business. Buesing asked how many employees Vehitech has. Mr. Paugel
stated they have eight employees. He noted that they sometimes work on a
couple of larger vehicles like boom trucks, but not often and they would not
have any trucks larger than that coming to their location. Schwalbach asked
when Woodlynn Avenue was scheduled for reconstruction. The City Clerk
stated that she would find out prior to the Council meeting discussion.
Kwapick moved approval of a Conditional Use Permit to allow Major Auto
Repair at 53 Woodlynn Avenue, subject to the condition of installing a
secured dumpster enclosure.
Motion seconded by Thorson.
Motion carried 6 — 0.
ADJOURN There being no further business, Buesing adjourned the meeting at 6:53 p.m.
Respectfully submitted,
ve
Heidi Heller
City Clerk
-2-
