Following the revocation of <br />a license for a unit, the Property Owner or former License Holder must wait for the <br />expiration of the appropriate revocation term and then must apply for a new license for <br />the unit. Any unit revoked must be inspected at the Property Owners expense prior to the <br />re-issuance of a license. <br />3200.120. HEARING ON DENIAL OR VIOLATION: <br />A. HEARING. Following receipt of a written request for hearing, <br />the applicant or license holder shall be afforded an opportunity for a hearing before a <br />committee consisting of the City Administrator or City Administrator's designees. After <br />the committee conducts the hearing it shall report its findings and make a <br />recommendation to the full City Council. <br />B. FINDINGS. If after the hearing the applicant or License Holder is found <br />ineligible for a license, or in violation of this ordinance, the Council may affirm the <br />denial, impose an civil penalty, revoke a license or impose any combination thereof as set <br />forth in Section 3200.040 or Section 3200.100. <br />C. DEFAULT. If the applicant or License Holder has been provided written <br />notice of the denial, non-renewal, or violation and if no request for a hearing is filed <br />within the 10 day period, then the denial under Section 3-28-4 or civil penalty or <br />revocation imposed in Section 3-28-10 shall take immediate effect by default. The City <br />Manager or designee shall mail notice of the denial, fine, or revocation to the applicant or <br />License Holder. The City Police shall investigate compliance with the denial or <br />revocation. <br />3200.130. STAR PROGRAM FOR ALL LICENSE HOLDERS : The City hereby <br />creates a STAR Program for all Single Family and Multi-Family License Holders. <br />Participants in the program shall also be members of the Little Canada STAR Program <br />Committee (the "LCSPC") which shall meet on a regular basis to give advice to the City <br />Council regarding the operation of the Program. Participation in the Program is <br />voluntary. Application for the Program must be made on application forms produced by <br />the City. <br />A. Multi-Family.
