MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />AUGUST 13, 2008 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 13th day of <br />August, 2008 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:00 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />Mr. Bill Blesener <br />Mr. John Keis <br />Mr. Mike McGraw <br />Mr. Rick Montour <br />ABSENT: <br />ALSO PRESENT: <br />Council Member <br />City Administrator <br />City Attorney <br />MN Multi Housing <br />City Clerk <br />Ms. Barbara Allan <br />Mr. Joel R. Hanson <br />Mr. Trevor Oliver <br />Ms. Lisa Peilen <br />Ms. Kathy Glanzer <br />RENTAL The purpose of this evening's workshop meeting is to review a draft <br />HOUSING of a rental housing licensing ordinance. The City Administrator indicated <br />LICENSING that the draft is based on Burnsville's ordinance which was developed in <br />ORDINANCE conjunction with the Minnesota Multi-Family Housing Association. <br />The City Administrator reviewed his report dated August 8, 2008 <br />highlighting the key issues being addressed in the ordinance. The first <br />issue is the inclusion of single and two family properties. The <br />Administrator indicated that with the increasing conversion of single <br />family homes to rental properties, it may be a good idea to include these <br />properties. <br />Keis felt that single and two family properties should be considered as a <br />separate category. He noted that these property owners are not <br />experienced landlords, and that multi-family properties are typically <br />owned by rental management companies. Therefore, Keis felt that <br />initially the single and two family properties should not be held to the <br />same standard. <br />With regard to the penalty portion of the proposed ordinance, Keis asked <br />if loss of a rental license meant that the tenant would have to move out of <br />the rental unit.
