MINUTES
CITY COUNCIL
AUGUST 27, 2008
SKATEBOARD Blesener reported that earlier this evening a grand opening
PARK celebration was held for the Old Fire Barns Skateboard Park. Blesener
reported that the skateboard park is being heavily used since its opening
about a month ago. The grand opening celebration was well attended.
Blesener thanked the Little Canada Recreation Association for their
funding for the skateboard park.
TEXT Mayor Blesener opened the Public Hearing on to the Text Amendment
AMENDMENT- to the Zoning Code relative to the regulation of the number of storage
STORAGE containers allowed to be stored outdoors by Conditional Use Permit in
CONTAINERS the Light-Industrial (I-1) Zoning District. It was noted that the Planning
IN I-1 DISTRICT Commission recommended approval of the Text Amendment as proposed.
The City Planner reported that the Text Amendment is being proposed as
an alternative to the Variance request of On-Site Air Temp to be allowed
I 1 storage containers on their property at 53 Woodlyn Avenue. He
indicated that when the standard of allowing a maximum of four storage
containers per I-1 property was enacted, there was discussion that
application of this standard may result in additional review. The Planner
then reviewed his report dated August 8, 2008 which proposed that the
number of storage containers allowed on an I-I property be pro-rated
based on parcel size. The Planner suggested a ratio of I storage container
per 7,500 square feet of property would result in approximately 5% of the
On-Site Air Temp property. The Planner also felt that utilizing a ratio
such as this would be an easy calculation to determine the maximum
number of storage containers per property. The Planner noted that the
Code would also clarify the maximum size storage container that would be
allowed. He estimated that size at 10 feet by 40 feet, but indicated that he
would be checking industry standards to verify this size as well as height.
Blesener suggested that the number of storage containers allowed be based
on the amount of outdoor storage area allowed per parcel, rather than lot
area. Allan noted that the storage containers would have to be stored
within the allowable outdoor storage area regardless of how the
calculation is arrived at.
The City Planner pointed out that lot area information is easily obtainable
from the County's records; therefore, Code Enforcement could easily
calculate the maximum number of storage containers allowed for
individual properties. The Planner agreed, however, that there are other
methods for determining the maximum number of containers including a
fixed maximum number of storage containers as currently provided for in
the Code or basing the number on a percentage of allowable outdoor
