MINUTES OF THE REGULAR MEETING <br />PLANNING COMMISSION <br />LITTLE CANADA, MINNESOTA <br />SEPTEMBER 11, 2008 <br />Pursuant to due call and notice thereof a regular meeting of the Planning <br />Commission of Little Canada, Minnesota was held on the 11th day of <br />September, 2008 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Chair Dan Knudsen called the meeting to order at 7:30 p.m. and the <br />following members of the Planning Commission were present at roll call: <br />PLANNING COMMISSION: <br />ALSO PRESENT: <br />Mr. Dan Knudsen <br />Mr. Tom Duray <br />Mr. Scott Barraclough <br />Mr. Jon Hall <br />Mr. Jeff Helmeke <br />Mr. Chuck Pechmann <br />Ms. Katie Socha (left 9:00 p.m.) <br />Mr. Steve Grittman, City Planner <br />Mr. Kevin Helander, Cable TV <br />Ms. Kathy Glanzer, City Clerk <br />MINUTES Duray recommended approval of the August 14, 2008 minutes as submitted. <br />Motion seconded by Barraclough. <br />Motion carried 7 - 0. <br />PUD Mr. Steve Sparks, Sweet Cream Enterprises, appeared before the <br />PERMIT - Commission requesting a Planned Unit Development Permit to develop <br />CULVERS aquick-service restaurant (Culvers) consisting of approximately 100 seats <br />as well as adrive-through window on the southeast corner of Rice Street <br />and Market Place Drive. Sparks reported that his partnership owns and <br />operates three other Culvers restaurants in the area, one in Vadnais Heights, <br />one in St. Anthony, and one in St. Paul. <br />Knudsen asked about Culvers competitive set. Sparks reported that he <br />would consider Culvers an upscale to the typical fast food restaurant. He <br />reported that while Culvers has adrive-through window, it also has a <br />broader menu and serves dinners. Sparks compared Culvers as closer to a <br />Perkins than typical fast food restaurant. <br />
