9. The principal use structure is in compliance with the Minnesota State Building <br />Code. <br />10. Elevator service is provided to each floor level. <br />11. Usable open space as defined in Section 902 of this Ordinance at a minimum is <br />equal to twenty (20) percent of the gross lot area. <br />12. The site of the main entrance of the principal use is within four hundred (400) feet <br />of commercial shopping development or adequate provision for access to such <br />facilities is provided. <br />13. The provisions of Section 921.O10.C of this Ordinance are considered and <br />satisfactorily met. <br />K. <br />Rental Halls, neighborhood or community centers, provided that: <br />1. Side yards shall be double that required for the district when the rental hall abuts a <br />residential district, but not greater than thirty (30) feet. <br />2. The site and related parking and service entrances are served by an arterial or <br />collector street of sufficient capacity to accommodate the traffic which will be <br />generated. <br />3. Off-street parking shall be provided for reception type use at the rate of one (1) <br />parking space per forty (40) square feet of main assembly hall. Occupancy for <br />auditorium type use shall be limited to three (3) seats per parking space. <br />4. Adequate off-street loading is provided in compliance with Section 903.060 of <br />this Ordinance. <br />5. Vehicular entrances to parking or service areas shall create a minimum of conflict <br />with through traffic movement. <br />6. When the rental hall abuts a residential zoning district, a fence shall be required <br />along the common property line, in compliance with Section 903.020.F of this <br />Ordinance. <br />7. When the rental hall abuts a residential zoning district, a buffer area shall be <br />required with screening and landscaping, in compliance with Section 903.020.G <br />of this Ordinance. <br />8. It shall be permissible to serve food and meals on such premises provided that the <br />structure shall be in compliance with State regulations and the State Building <br />Code. <br />9. The serving of alcoholic beverages on the premises shall comply with State and <br />Municipal Law. <br />10. For events where alcoholic beverages are served, the hall shall employ the <br />services of anoff--duty police officer for supervision. <br />909.050. LOT REQUIREMENTS AND SETBACKS. The following minimum <br />requirements shall be observed in an "R-B" District subject to additional requirements, <br />exceptions and modifications set forth in this Ordinance. <br />A.
