d. Railroads, streets, bridges, utility transmission lines, and pipelines. <br />e. Storage yards for equipment, machinery or material. <br />£ Placement of fill. <br />2. Standards for Floodway Conditional Uses. <br />a. No structure (temporary or permanent), fill (including fill for roads and <br />levees), deposit, obstruction, storage of materials or equipment, or other <br />uses may be allowed as a conditional use which, acting alone or in <br />combination with existing or anticipated future uses, adversely affect the <br />capacity of the floodway, or increases flood heights. Consideration of the <br />effects of a proposed use shall be based upon the reasonable assumption <br />that there will be an equal degree of encroachment extending for a <br />significant reach on both sides of the stream. All conditional use <br />applications shall be accompanied by a floodway impact statement drafted <br />by a registered engineer. The Zoning Administrator shall be responsible <br />for submitting the proposal and application to the Department of Natural <br />Resources and any other governmental unit having jurisdiction over the <br />area for review and comment. <br />b. Fill. <br />(1) Any fill deposited in the floodway shall be no more than the <br />minimal amount necessary to conduct a conditional use. Generally, <br />fill shall be limited to that needed to grade or landscape for that use <br />and shall not in any way further obstruct the flow of flood waters. <br />(2) Spoil from dredging or sand and gravel operations shall not be <br />deposited in the floodway unless it can be done in accordance with <br />(1) above. <br />(3) Such fill or other materials shall be protected against erosion by <br />rip-rap, vegetative cover, or bulkheading. <br />(4) Dredge spoil sites and sand and gravel operations shall not be <br />allowed in the floodway unless along-term site development plan <br />is submitted which includes an erosion sedimentation prevention <br />element to the plan. <br />o. Structures. <br />(1) Structures shall not be designed for human habitation. <br />(2) Structures shall have a low flood damage potential. <br />(3) Structures, if permitted, shall be constructed and placed on the <br />building site so as to offer the minimum obstruction to the flow of <br />flood waters. <br />(a) .Whenever possible, structures shall be constructed with the <br />longitudinal axis parallel to the direction of the flood flow, <br />and <br />Little Canada Zoning Ordinance FP, Floodplain District <br />916-6 <br />
