~~.r-~aiNC ~ .assoa.aT~s <br />TRUt tlURTtI <br />Memo <br />TO: Chair & Planning Commission Members <br />FROM; Lee Elfering, City Engineer <br />DATE: September 5, 2008 <br />RE: Culver's Site Plan <br />After review of the report prepared by the City Planner and the site layout attached to the <br />report we would like to add the following: <br />Access <br />The site plan indicates two access points onto First Bank Drive. As the Planner points <br />out, the western most access point is only 20 feet from the Rice Street right-of-way and <br />this close proximity could result in congestion back onto Rice Street. City ordinance <br />requires that commercial driveway access be located a minimum of 60 feet from the <br />intersection of two street right-of-ways, we would recommend that this ordinance be <br />followed. <br />In addition to the recommended modification of the driveway location we would also like <br />to make the Planning Commission and the developer aware that the City has discussed <br />the elimination of First Bank Drive as a public street. This was first contemplated at the <br />time the northeast corner of Rice Street/Little Canada Road was redeveloped, but due to <br />the unwillingness of the existing bank to relocate or redevelop the street vacation was <br />not pursued at that time. If access to this new site were allowed from First Bank Drive <br />an agreement should be required that would allow abandonment of the existing street <br />and modification or elimination of the Culver's access. <br />Drive~through <br />A quick check of turning movements on the site appear to show that the U-turn area of <br />the drive-through would function with no vehicles in the waiting area, but may not <br />function for full size trucks if the waiting stalls are being used.
