MINUTES <br />CITY COUNCIL <br />SEPTEMBER 10, 2008 <br />Bill Ford indicated that he has never heard from any of his neighbors <br />about rot or wetness problems. One property owner indicated that she had <br />to replace two windows at a cost of $8,000 due to rotting walls. This <br />property owner indicated that by doing a comprehensive project and <br />resolving the building problems, there will be an economy of scale <br />savings. <br />Marge Beauvais indicated that she is the original owner of her unit. She <br />supported the need for the improvements as proposed. Beauvais pointed <br />out that there was no increase in association dues for a period of 10 years, <br />and because of this the association does not have adequate reserves to pay <br />for the needed improvements. Beauvais felt that there is a lot of work <br />needed on this building. She pointed out that it is up to the homeowners' <br />association to protect the value of the building and get this work done. <br />Beauvais felt that she had a fantastic home as well as neighbors and <br />wanted to protect her investment. She pointed out the improved energy <br />efficiency that will result from the improvements. Beauvais indicated that <br />the building problems are not one person's problems, but everyone's and <br />pointed out the need to work together to get the problems addressed. <br />Beauvais pointed out the existing amenities of Canabury Square as well as <br />the suggested improvements that add to everyone's property values. <br />Beauvais again indicated that the repairs are needed, and the HIA is a way <br />to finance them. She indicated that this project will be long a tedious, but <br />as it is worked through the picture will become clearer. Beauvais felt that <br />for $15,000 to $17,000 from each property owner, the building will end of <br />to be a new building and everyone's property valued will be increased. <br />Valento indicated that the monthly association dues at Canabury Square <br />have been low which is the reason that there are not adequate reserves to <br />pay for the building repairs. Valento noted that the repairs are necessary <br />and need to be done. Valento urged the Council to pass the ordinance <br />establishing the HIA. Once the ordinance is passed the 45 day time period <br />will begin in which 35% of the owners can stop the creation of the HIA. <br />There was no one else present wishing to comment on this matter. <br />Upon motion by Allan, seconded by McGraw, the public hearing was <br />closed. <br />Keis asked for a show of hands indicating support for the creation of the <br />HIA. The vast majority indicated their support. Two owners present <br />indicated their opposition. <br />Blesener again noted that if the Council adopts the HIA ordinance, it will <br />take 35% of the property owners to vote down the Council's action. <br />
