WORKSHOP MINUTES <br />CITE' COUNCIL <br />JUNE 10, 2020 <br />Montour questioned why there is an option for a nuisance variance. Fischer stated that he does <br />not want the applicant to have to get permission from neighbors and would like 60 1. 100 Subd. 5 <br />in Public Nuisance Variance removed. <br />McGraw suggested removing "youth" from gang activity, and stated that the fine and 90 days in <br />county jail should be more equal punishments as stated in 601.090 Penalties. <br />The Council was supportive of the proposed amendments and directed staff to move forward <br />with the changes to Chapter 601, nuisance, in the City Code. <br />STRATEGIC PLAN UPDATE <br />The City Administrator stated that the Strategic Plan was adopted by the Council in September <br />2019. He reviewed main vision items and the progress that has been made over the last year. <br />Keis stated that he would like to see progress details planned out through 2021. Fischer <br />suggested that slides be added to the plan showing the progress that has been made so far, and <br />recommended that Council and staff discuss the plans for the next two years. <br />Torkelson stated that he would like to survey to identify the needs of the non -white community <br />in the city, areas of the city code that are detrimental or hurtful for the non -white residents, and <br />discuss the list of policies that groups like Black Lives Matter have put together. <br />The City Administrator stated that about 30 cities and other public organizations from Minnesota <br />were involved in the Government Alliance for Race and Equity training process that he <br />participated in between 2016-2018. He explained that it was a two-year training process with <br />other cohorts. Torkelson suggested that the City Administrator could possibly help with a <br />discussion about race and equity. <br />Fischer stated that it appears progress is being made on the items that were addressed to be done <br />in the first year, and suggested that an in -person meeting be held to better work through the next <br />steps. The City Administrator stated that a special workshop can be planned in the next few <br />months. <br />There being no further business, the meeting was adjourned at 7:21 p.m. <br />/1 .,..0 <br />John T.
