WORKSHOP MINUTES <br />CITY COUNCIL <br />JULY 8, 2020 <br />stated that he wants to have as much flexibility for development as possible. The City <br />Administrator stated that every site has its own characteristics and unique needs. <br />The Council was supportive of the proposed amendments and directed staff to move forward <br />with the discussed changes to Chapter 915, Planned Unit Development, in the Zoning Code and <br />bring the ordinance to the July 22 City Council meeting for further discussion. <br />PROPOSED AMENDMENTS TO CHAPTER 2801 NOISE <br />The Community Development Director explained that Bill Weber has also drafted an amendment <br />to the noise chapter in the City Code. Mr. Weber stated that the proposed changes are based on a <br />comparison to the Little Canada City Code to the Minnesota Pollution Control Agency's noise <br />guidelines. He stated that the noise standards for residential, commercial and industrial land use <br />districts are proposed to be revised to conform to the standards published by the MPCA in 2015, <br />which are different than those in the current Little Canada noise code. He noted that there is a <br />definition of the L50 noise level added, along with a section on enforcement, including testing <br />and measurement which are proposed to be done according to procedures published by the <br />MPCA. He noted that the reference to snowmobiles could be removed since are not really an <br />issue any longer as they are much quieter now than years ago when the Code was written. <br />Montour agreed. <br />There was Council consensus to direct staff to move forward with the proposed amendments <br />with the changes discussed. <br />There being no further business, the meeting was adjourned at 7:16 ]2.m. <br />144 <br />John T.
