MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />OCTOBER 14, 2020 <br />Pursuant to due call and notice thereof a Workshop meeting of the City Council of Little Canada, <br />Minnesota was convened on the 141h day of October, 2020 in the Conference Room of the City <br />Center located at 515 Little Canada Road in said City. <br />In accordance with the requirements of Minn. Stet. Section 13D.021, the City Administrator has <br />determined that an in person meeting is not practical or prudent because of a health pandemic <br />or an emergency declared under Chapter 12 of the Minnesota Statutes. Because of the health <br />pandemic and emergency declaration, it has been determined that attendance at the regular <br />meeting location by elected officials and members of the public is not feasible. Therefore, some <br />or all of the City Council members may be participating by telephone or other electronic means. <br />This meeting will be recorded in its entirety. <br />Members of the public may monitor the meeting on the CTVNorth Suburbs website (live stream) <br />or use the meeting linkprovided on the city website prior to the meeting. <br />Mayor John Keis called the meeting to order at 6:00 p.m. and the following members of the City <br />Council were present at roll call: <br />CITY COUNCIL: Mayor Keis, Council Members Fischer, McGraw & Montour. Absent: <br />Torkelson. <br />ALSO PRESENT: City Administrator Chris Heineman, Parks & Rec/Community Services <br />Manager Bryce Shearen, Finance Director Brenda Malinowski, Public Works Director Bill <br />Dircks, City Clerk Heidi Heller, City Engineer Mark Kasma and Tim Olson, Bolton & Menk <br />UPDATE ON COVID-19 EXPENDITURES RELATED TO THE FEDERAL CARES <br />ACT <br />The City Administrator stated that staff is looking for Council feedback on how to proceed. He <br />explained that Little Canada received $782,484 in CARES Act funds in July, and under current <br />guidance, any unused funds as of November 15, 2020 will need to be returned. He reported that <br />cities are required to submit reports monthly on expenditures and staff has held off of any public <br />safety cost reimbursements until more guidance was given. He stated that there is also a <br />possibility to offer a business assistance program if the Council is interested, but it would then <br />lower the amount that could be used for public safety cost reimbursement. He stated that he has <br />looked at grant programs other cities have offered, and explained that many programs set a total <br />amount that would be used for the grants, but many cities have not used a lot of their designated <br />funds since there are several other options for businesses. Fischer stated that he likes the idea of <br />a grant program, but is unsure about the reimbursement for public safety costs. <br />
