MINUTES <br />CITY COUNCIL SPECIAL MEETING <br />OCTOBER 28, 2020 <br />The City Engineer reported that anyone wishing to object to the proposed assessment should do so <br />in writing at this time. Submitting a written objection will preserve the property owners right to <br />contest the assessment in District Court. There were no written objections received. <br />There was one attendee in -person in the audience, and six attendees participating virtually. <br />Mary Clare Rieschl, 2994 Sherry Court, asked if the final sidewalk costs are known yet, and noted <br />that the grant amount was $176,000. The City Engineer replied that that none of the new sidewalk <br />costs were assessed since the City received grant funding for the majority of the cost. Montour <br />asked how the interest rate was determined. The City Administrator stated that in the past it has <br />been Prime plus one or two percent. He noted that due to COVID-19 and the recession, staff is <br />recommending it simply be Prime, which right now is 3.25%. <br />There were no additional comments from the general public. <br />Upon motion by Keis, seconded by McGraw, the assessment hearing was closed. <br />Montour stated that the City has done its due diligence and he feels the project looks very nice and <br />the sidewalk will connect to other trails and Pioneer Park. McGraw agreed. <br />Montour introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2020-10-135 — APPROVE ADOPTING THE ASSESSMENT <br />ROLL FOR IMPROVEMENT NO. 2020-01, ALLENA VENUE <br />(CENTERVILLE ROAD TO LITTLE CANADA ROAD) CONSISTING OF <br />PA VEMENT RECLAMATION INCL UDING PA VING, SIDEWALK <br />IMPROVEMENTS, SPOT CONCRETE CURB AND GUTTER REPAIR AND <br />WA TERMAIN MAINTENANCE AS RECOMMENDED BY CITY ENGINEER, <br />AND SETTING THE INTEREST RATE AT 3.25% <br />The foregoing resolution was duly seconded by Keis. <br />Roll Call Vote: Keis/Fischer/McGraw/Montour/Torkelson <br />Ayes (5). Nays (0). Resolution declared adopted. <br />There being no further business, the meetinp, was adjourned at 5:59p.m. <br />John .
