MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />NOVEMBER 4, 2020 <br />Pursuant to due call and notice thereof a special meeting of the City Council of Little Canada, <br />Minnesota was convened on the 4'h day of November, 2020 in the Council Chambers of the City <br />Center located at 515 Little Canada Road in said City. <br />Mayor John Keis called the meeting to order at 6:00 p.m. and the following members of the City <br />Council were present at roll call: <br />CITY COUNCIL: Mayor Keis, Council Members Fischer, Torkelson, Montour and McGraw. <br />Absent: None <br />ALSO PRESENT: City Administrator Chris Heineman and Finance Director Brenda <br />Malinowski <br />In accordance with the requirements of Minn. Stat. Section 13D. 021, the City Administrator has <br />determined that an in person meeting is not practical or prudent because of a health pandemic <br />or an emergency declared under Chapter 12 of the Minnesota Statutes. Because of the health <br />pandemic and emergency declaration, it has been determined that attendance at the regular <br />meeting location by elected officials and members of the public is not feasible. Therefore, some <br />or all of the City Council members may be participating by telephone or other electronic means. <br />This meeting will be recorded in its entirety. <br />Members of the public are able to monitor the meeting on the CTVNorth Suburbs website (live <br />stream) or use the meeting link provided on the city website prior to the meeting. <br />AWARDING THE COVID-19 BUSINESS RELIEF GRANTS <br />City Administrator Heineman provided a summary of the COVID-19 Business Relief Grant <br />Program to assist local businesses impacted by COVID-19. The grant program utilizes funds <br />that were received from the Coronavirus Aid, Relief, and Economic Security (CARES) Act. A <br />total of $100,000 in grant funds are available, and applicants must be a business with a physical <br />location in Little Canada and be able to demonstrate financial hardship as a result of the COVID- <br />19 pandemic. <br />A total of 11 applications for the Business Relief Grant Program were received from local <br />businesses by the application deadline on October 30th. City Administrator Heineman explained <br />that the grant requests totaled $60,000. The following is a table and a brief summary of each <br />application. <br />
