MINUTES OF THE SPECIAL MEETING CITY COUNCIL LITTLE CANADA, MINNESOTA NOVEMBER 4, 2020 Pursuant to due call and notice thereof a special meeting of the City Council of Little Canada, Minnesota was convened on the 4'h day of November, 2020 in the Council Chambers of the City Center located at 515 Little Canada Road in said City. Mayor John Keis called the meeting to order at 6:00 p.m. and the following members of the City Council were present at roll call: CITY COUNCIL: Mayor Keis, Council Members Fischer, Torkelson, Montour and McGraw. Absent: None ALSO PRESENT: City Administrator Chris Heineman and Finance Director Brenda Malinowski In accordance with the requirements of Minn. Stat. Section 13D. 021, the City Administrator has determined that an in person meeting is not practical or prudent because of a health pandemic or an emergency declared under Chapter 12 of the Minnesota Statutes. Because of the health pandemic and emergency declaration, it has been determined that attendance at the regular meeting location by elected officials and members of the public is not feasible. Therefore, some or all of the City Council members may be participating by telephone or other electronic means. This meeting will be recorded in its entirety. Members of the public are able to monitor the meeting on the CTVNorth Suburbs website (live stream) or use the meeting link provided on the city website prior to the meeting. AWARDING THE COVID-19 BUSINESS RELIEF GRANTS City Administrator Heineman provided a summary of the COVID-19 Business Relief Grant Program to assist local businesses impacted by COVID-19. The grant program utilizes funds that were received from the Coronavirus Aid, Relief, and Economic Security (CARES) Act. A total of $100,000 in grant funds are available, and applicants must be a business with a physical location in Little Canada and be able to demonstrate financial hardship as a result of the COVID- 19 pandemic. A total of 11 applications for the Business Relief Grant Program were received from local businesses by the application deadline on October 30th. City Administrator Heineman explained that the grant requests totaled $60,000. The following is a table and a brief summary of each application.
