MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />NOVEMBER 18, 2020 <br />Pursuant to due call and notice thereof a Workshop meeting of the City Council of Little Canada, <br />Minnesota was convened on the 18th day of November, 2020 in the Conference Room of the City <br />Center located at 515 Little Canada Road in said City. <br />In accordance with the requirements of Minn. Stat, Section 13D. 021, the City Administrator has <br />determined that an in person meeting is not practical or prudent because of a health pandemic <br />or an emergency declared under Chapter 12 of the Minnesota Statutes. Because of the health <br />pandemic and emergency declaration, it has been determined that attendance at the regular <br />meeting location by elected officials and members of the public is not feasible. Therefore, some <br />or all of the City Council members may be participating by telephone or other electronic means. <br />This meeting will be recorded in its entirety. <br />Members of the public may monitor the meeting on the CTV North Suburbs website (live stream) <br />or use the meeting link provided on the city website prior to the meeting. <br />Mayor John Keis called the meeting to order at 6:00 p.m. and the following members of the City <br />Council were present at roll call: <br />CITY COUNCIL: Mayor Keis, Council Members Fischer, Torkelson & Montour. Absent: <br />McGraw. <br />ALSO PRESENT: City Administrator Chris Heineman, Community Development Director <br />Corrin Wendell, Parks & Rec/Community Services Manager Bryce Shearen, Public Works <br />Director Bill Dircks and City Clerk Heidi Heller <br />CONCEPT PLAN REVIEW FOR 15-LOT SUBDIVISION AT 3000 LABORE ROAD <br />(SCULLEY PROPERTY) <br />The Community Development Director reviewed the proposed residential development plan for <br />the west 10 acres of the property at 3000 Labore Road. She explained that the plan is proposing <br />a 15-lot single-family development along a cul-de-sac street. She reported that 13 of the lots are <br />less than the required 85-foot width requirement, with widths varying from 65 feet to 79 feet. <br />She noted that 15 lots are the minimum number of lots needed in order to meet the City's <br />housing density goals. <br />Montour asked if there are also variance requests for front yard setbacks. The Community <br />Development Director stated that the lots are planned for 25-foot setbacks, but the Zoning Code <br />minimum is 30 feet, and they are proposing 7.5 foot side yard setbacks on most of the lots and <br />the Zoning Code minimum is a 10 foot side setback. Fischer asked why the developer is <br />proposing 25-foot front setbacks when the lots on the east side are so deep. <br />
