The City Clerk explained how staff <br />determines how much staff time and outside costs are required for each of the different types of <br />planning requests. The Community Development Director stated that she also looked at what <br />neighboring cities were charging for these same fees, and what is proposed is comparable to other <br />cities. <br />Torkelson introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2021-1-16 AUTHORIZE SUMMARY PUBLICATION OF <br />ORDINANCE 851 <br />The foregoing resolution was duly seconded by McGraw. <br />Roll Call Vote: Keis/Fischer/Torkelson/McGraw/Miller <br />Ayes (5). Resolution declared adopted. <br />DISCUSS 2021 LIQUOR LICENSE FEES <br />The City Clerk explained that the City Council has annually increased liquor license fees at the <br />same percentage rate as the adopted levy. In 2020, due to the pandemic and the effect it was having <br />on the food and hospitality industry, the City Council opted to not increase the liquor license fees, <br />and ultimately decided to give a credit towards the 2020-2021 liquor license fees based on how <br />many weeks the bars and restaurants were required to be closed. She stated that the invoices for the <br />2020-2021 licenses were sent out in mid -September in order to give the businesses time to generate <br />some income after being closed for over 12 weeks. She noted that since the license fees were paid in <br />October, the bars and restaurants had to close indoor dining again and has limits on their capacity <br />now. She stated that due to the continued effect the pandemic is having on the businesses with on - <br />sale liquor licenses, Staff is recommending that the Council consider not raising liquor licenses fees <br />in 2021. Fischer and Keis agreed, and Torkelson stated that he doesn't want to burden the <br />businesses any more than necessary. <br />The City Clerk stated that the 2021-2022 liquor license fees would typically be paid in May with <br />their applications, but suggested that the City could hold off on sending the invoices until July 1. <br />The 2021-2022 liquor licenses will be included on an upcoming agenda in May for approval and a <br />final discussion can occur at that time related to potential credits related to COVID-19 impacts. <br />4 <br />
