<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Brenda Malinowski, Finance Director <br /> Chris Heineman, City Administrator <br /> Bill Dircks, Public Works Director <br /> DATE: July 16 , 2019 <br /> RE: Water and Sewer Cost of Service Stud y <br /> <br /> <br />ACTION REQUESTED : <br /> <br />Approve the Water and Sewer Cost of Service Study proposed by Bolton & Menk in the amount <br />of $15,000. <br /> <br />BACKGROUND: <br /> <br />City Staff has been discussing the possibility of a rate study for the Water and Sewer Utilities by <br />a consultant. In the past, the utility rate analysis performed by staff included a comparison of <br />water and sewer rates with nearby communities and anticipated major repairs or improvements. <br />This rate study will allow for a more in-depth analysis of the utilities. The study will determine <br />the following: <br />• Provide adequate revenues to fund current operations <br />• Identify water and sewer capital projects for the next ten years <br />• Provide adequate revenues to fund these capital projects <br />Staff contacted Bolton & Menk, Ehlers, and CliftonLarsonAllen for proposals. City staff is <br />recommending Bolton & Menk to complete the study. The proposal is attached and includes a <br />great explanation of the study. <br /> <br />FUNDING: <br /> <br />Funding will be split equally between the Water and Sewer Utility Funds. There are budget <br />savings in these funds to pay for this study. <br /> <br /> <br />STAFF RECOMMENDATION : <br /> <br />Approve the Water and Sewer Cost of Service Study proposed by Bolton & Menk in the amount <br />of $15,000. <br /> <br /> <br />
