STAFF REPORT <br />TO: <br />FROM: <br />DATE: <br />RE: <br />Mayor Keis and Members of City Council <br />Chris Heineman, City Administrator <br />July 10, 2019 <br />City Council Workshop & Tour <br />BACKGROUND: <br />Staff has met with Mr. Frattalone and representatives from both Frattalone and FRA-DOR regarding <br />the Interim Use Permit Agreement for an aggregate stockpiling and recycling business in Little <br />Canada. According to the Agreement, Mr. Frattalone is authorized to engage in the permitted use for a <br />period of five (5) years commencing October 1, 2014, and expiring September 30, 2019. The interim <br />use permit may not be renewed, but Mr. Frattalone is not precluded from applying for a new interim <br />use permit which must be submitted by September 30, 2018. Mr. Frattalone complied with this <br />provision and submitted an application for a new Interim Use Permit prior to this deadline. <br />As part of the information gathering process for this process, staff has scheduled a tour of the FRA-DOR <br />property and recycling operation at 3101 Country Drive. We will also take the opportunity to tour the <br />City’s Twin Lake pumping operation at 3135 Centerville Road. <br />Please come to City Hall as staff has arranged for transportation to each of these locations. Please arrive <br />at City Hall around 5:45 p.m. so we are ready to depart no later than 6:00 p.m.
