Recommendation City staff is recommending denial of a second pylon sign at 3354 Rice Street, based on the following findings of fact: - The granting of the variance would provide the applicant with a special privilege that is thereby denied by ordinance. - City Staff finds that the practical difficulty threshold has not been met for the granting the variance for a second pylon sign along the same roadway. City staff is recommending approval of: - A variance to allow wall signage on four sides of the building and a total of 400 square feet of signage at 3354 Rice Street, with the following condition: o The free-standing sign must comply with the provisions of Zoning Code Ch. 903.110.E.5.c Freestanding Signs. - Allow the existing pylon sign at the southwest corner of the property to remain in place until September 30, 2020 Based upon the following findings of fact: - That the circumstances were not a result of actions of the applicant, - The property is unique in that it is a stand-alone parcel completely surrounded by street frontage, - The City’s Zoning Code does not address signage for properties with more than 2 street frontages, - The property and its access driveways will be incorporated in to a round-a-bout that could cause challenges to customers finding the access points to the site. Planning Commission Action on August 8, 2019 Westadt moved approval of a Variance at 3354 Rice Street to allow wall signage on four sides of the building with a total of 400 square feet of signage on the property, subject to the following condition: • The free-standing sign must comply with the provisions of Zoning Code Ch. 903.110.E.5.c Freestanding Signs; And allow the existing pylon sign at the southwest corner to remain until September 30, 2020. Motion seconded by Kulousek. Motion carried 6 – 0.
