<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Chris Heineman, City Administrator <br /> DATE: August 28, 2019 <br /> RE: Ramsey County Sheriff’s Department 2020 Budget Proposal <br /> <br />BACKGROUND: <br />The Ramsey County Sheriff’s Department (RCSD) presented their preliminary draft budget in June, <br />and City Administrators from each of the contract cities reviewed and discussed the proposed <br />budget at each of the last three monthly meetings. One of the changes that was proposed during <br />these discussions was to merge the “Power Shift” budget with the “Patrol” budget. <br /> <br />The power shift was originally established to address shift changes and primarily focused on the <br />Rice Street corridor, which was heavily focused on the City of Little Canada. When the RSCD <br />transitioned to a 10-hour shift several years ago, the power shift was no longer utilized in the same <br />way but the budget did not reflect this change. I requested additional data and metrics regarding <br />calls for service related to the power shift, but it was not available. By transitioning the power shift <br />into the patrol budget, contract cities will be able to better evaluate their share of these services in <br />future years. <br /> <br />The attached table shows the summary of expenses and revenues for each of the contract cities. <br />Some of the major changes to the budget from 2019 to 2020 include the following: <br />• Legislative change: The county portion of PERA rates increased 1.5%. The increase will be <br />phased in over a 2‐year period (2019 & 2020). Omnibus Retirement Bill (SF2620). <br />• The union contract for deputies included a phased 3% wage increase in both 2019 & 2020 <br />• An investigator position was added, increasing salary, benefits, and overhead charges <br />• Equipment increased by 16.71% in 2020 primarily due to the following items: <br /> The county garage rate increased by 30% from $67.50 to $87.88 per hour <br /> The addition of body‐worn camera and squad camera equipment total $119,380.65 <br /> The increase in personnel (4 FTE) for body‐worn camera and squad camera data <br />management is reflected in the 2020 budget <br /> The increase in law enforcement supplies by $14,356 to better reflect needs which are <br />offset by a decrease to gasoline of $17,020 <br /> <br />One area of potential savings for the City of Little Canada is elimination of the supplemental patrol <br />for Montreal Courts and Provinces Apartments. This service includes three 4-hour overtime patrol <br />shifts for these locations that is paid for by the residents of Little Canada. The total proposed budget <br />for these services in 2020 is $53,770 (see following graphic). By eliminating this service, the <br />proposed 2020 budget increase for the Ramsey County Sheriff’s Department will be under 1% instead <br />of 4.4%. <br />
