you may remember, Twin Lake’s rapid rise began when water started overflowing the West <br />Vadnais wetland berm and into Twin Lake. Had that never occurred, it is quite likely the level <br />would have never climbed as high as it did and we wouldn’t have experienced the flooding issues. <br />The Watershed District has put together a good plan to make sure this doesn’t happen again. It is <br />currently being reviewed by MnDOT. The Water Resources Engineer that the District and City was <br />working with moved to a different group at MnDOT and a new engineer has been assigned to the <br />project. He is currently being brought up to speed on Twin Lake and will then act on the permit <br />request. <br />Overflow Elevation – The second solution being worked on is getting a new overflow elevation <br />into Waldo Pond and putting a project together that will allow water to flow from the pipe under the <br />railroad tracks to Waldo Pond so that the lake level does not rise any higher and put the low home at <br />risk. The Watershed District is committed to a project that will be included in its 2020 Capital <br />Projects Plan. The idea is to construct a ditch from the railroad tracks to Waldo Pond and connect <br />to Waldo Pond at a yet to be determined elevation. Keep in mind that the pipe under the railroad <br />tracks is the controlling elevation for any future overflow. The south side of the pipe is at an <br />elevation of 872.3. If the lake were to ever rise again it will rise to at least an 872.3 before it starts <br />to overflow south to Waldo Pond. The proposed ditch will likely be set at an elevation around <br />872.3 to 873 and then a connection to Waldo Pond will be made at that elevation. MnDOT will <br />need to approve the connection as well. The ditch will be constructed on the portion of the <br />Frattalone property that lies in Little Canada so Vadnais Heights will not have to be involved. Mr. <br />Frattalone has expressed a willingness to help out by making the necessary land available by sale or <br />easement. Funding for the project is still in question but the Watershed District has indicated it <br />would be willing to fund it. <br />Recommended Action: <br />No Action is required at this time. Staff will be meeting with the Watershed District next week to <br />discuss the new overflow and the West Vadnais pump, and will continue to assist them as needed as <br />the projects move forward.
