CONTRACTUAL SERVICES <br /> <br />Overview <br />The City of Little Canada is proactive in exploring contracting opportunities in order to realize efficiency and cost <br />savings. Contracts are to be reviewed at a minimum every five years. <br /> <br />The largest contracted service is for police services. These services are contracted with Ramsey County Sheriff’s <br />Department. The City of Little Canada is one of seven jurisdictions in the County to participate in this service. <br />Managers/Administrators of each participant jurisdiction meet monthly to review operations, set the budget, <br />and discuss service level in a cooperative manner that helps keep police costs as low as possible while meeting <br />the public safety needs of our communities. <br /> <br />In addition, the City contracts attorney, engineering, animal control, and Fire Marshall services. <br /> <br />Service Areas <br />• Police • Fire Marshall • Animal Impound <br />• Attorney • Engineering <br /> <br />2020 Departmental Goals <br />• Monitor and review contracts as necessary <br /> <br />Budgetary Commentary <br />Police Budget - The Police Budget includes a 1.39% increase in Contractual Services. Contractual Services <br />includes the police contract with the Ramsey County Sheriff’s Department, and the dispatch contract with the <br />Ramsey County Emergency Communications. The police contract will only increase 1.39% if the Little Canada <br />Supplemental Patrol services are not continued in 2020. The dispatch contract will increase 8.19% since savings <br />in prior year budgets for vacant positions were not realized in 2019 due to full staffing. <br /> <br />Attorney Budget - The Attorney Budget includes a 3.88% decrease in Contractual Services. The attorney services <br />were analyzed for the last 4 year period to find an average cost of service. In addition to the 4 year average, <br />there is $10,000 in the budget for civil litigation services that have not been needed in the past 4 years. <br /> <br />Fire Marshall Budget - The Fire Marshall Budget includes a 2.36% decrease in Contractual Services. The Fire <br />Marshall budget was analyzed for the last 4 years to find an average cost of service. <br /> <br />Engineering - The City solicited new engineering proposals in 2019, and Bolton & Menk was selected as the City <br />engineering firm. The City will realize cost savings in general engineering services of $11,000 due to the new <br />contract. General engineering services had been budgeted in the Infrastructure Capital Projects Fund in the <br />past. These services will now be budgeted in the General Fund Budget. <br /> <br />Animal Impound Services Budget - The prior provider of animal impound services, Hillcrest Animal Hospital, <br />decided to discontinue this service to cities in February 2018. The City of St. Paul agreed to provide the service <br />to the suburban cities and a one-year contract was signed in February 2018. St. Paul has not yet provided a <br />2019 contract, but has agreed to continue the impound service at the 2018 contract rate until they provide a <br />new contract document.
