3 <br /> <br />Planning staff believes that the proposal can be accommodated within the intent of PUD <br />zoning as defined in the Zoning Ordinance, and within the context of the original PUD <br />approval. As noted, the use is temporary, has little impact on the visual aspects of the <br />site, and should not impact the need for parking on the site, based on the applicant’s <br />statements and available observations. <br /> <br />As noted in the report, planning staff would recommend Proposal Option 1, based on its <br />lesser impact to site circulation and emergency vehicle access. <br /> <br />This recommendation is contingent on the following conditions: <br /> <br />1. The facility is in place for no more than 3 years from the date of City Council <br />approval. <br />2. The building official certifies that the facility is suitable for occupancy as <br />proposed. <br />3. The facility is operated during daytime hours from Monday through Friday only. <br />4. The applicant executes an agreement specifying the terms of the Interim Use <br />Permit, the discontinuation of the temporary building and use, and complies with <br />any financial security required by the City Council, and as recommended by the <br />City Attorney. <br />5.
