MINUTES
PLANNING COMMISSION
SEPTEMBER 12, 2019

- 5 -

away. He noted that Option 2 would give them the opportunity to add the
nine spaces back and gives them better accessibility to the heat and
electric sources that are needed for this classroom. He explained that they
will be getting the classroom from a reputable temporary classroom
distributer and everything would be ADA compatible. He requested that
both location options remain open.

Johnson asked if the parking spaces across from the trailer on Option 2
would need to be removed. Mr. Aasheim stated that there is still 17 feet
for a drive aisle with the parking spaces there. Buesing asked what the
minimum drive aisle width is. Grittman stated that the fire code requires a
20-foot drive aisle, and the width for 2-way traffic is 24 feet. He
explained that if Option 2 were used, it would be best of the parking
spaces across from the trailer were removed. Buesing stated that parallel
parking could be done here instead if needed. He asked if the site has
enough parking. Grittman stated that the number of spaces required was
approved as part of the site plan for the PUD, but it appears there would
be adequate parking on the site, even with the additional students.

Mr. Aasheim stated that they would never see more than 100 students. He
noted that it is next to impossible for an instructor to take on more than
10-12 students at a time. He reported they have 200 parking spaces and
10 handicap spaces.

Bob Wagner, owns 3225 Country Drive, the building to the west, and
stated he would prefer Option 2 due to the parking problems on the shared
drive. He noted they have an issue with semi-trucks from the pallet
company permanently parking on the shared driveway. Johnson asked if
the 3205 building has enough parking. Mr. Wagner stated they are never
even close to using half of their parking spaces. He noted that he also has
a lot more parking than they need. Johnson suggested Option 2 would be
more favorable if a condition was to block off the parking spaces across
the from the trailer so the drive aisle is wide enough. Grittman stated that
the Interim Use Permit would state that the removed spaces are temporary.

Thorson asked if the trailer could be placed along the back, southeast
corner of the building instead. Mr Aasheim explained that there are four
doors along the rear of the building that cannot be blocked.

Johnson moved approval of an Interim Use Permit for a temporary
classroom trailer for up to 3 years at 3205 Country Drive, subject to the
following conditions:
