<br />Changes since the Budget Workshop: <br />During the Budget Workshop there was consensus to fund the Northeast Youth & Family Services <br />(NYFS) with the 10% Gambling Contribution Fund. After further research, it was learned that the <br />NYFS contribution is not a permitted expenditure of the 10% Contribution Fund since we have a City <br />Council member serving on the NYFS Board of Directors. Therefore, the preliminary budget includes <br />the original proposal to fund $15,000 of the Ramsey County Sheriff’s Department contract with the <br />10% Fund. <br /> <br />The permitting software for building permits and rental licensing that was discussed during the budget <br />workshop has been added to the Capital Projects Budget. This does not have an impact to the levy <br />since it is funded by the General Capital Improvement Fund. <br /> <br />As per Council direction at the budget workshop, an additional $5,000 was added to the Cable TV <br />Fund for additional video production services. This also does not have an impact to the levy. <br /> <br />Personnel costs were increased and contractual services were decreased by the same amount in the <br />General Fund for the City’s newsletter preparation services. Current part-time City staff will perform <br />these services in 2020. This does not have an impact to the levy. <br /> <br />Other Items to Consider: <br />At the budget workshop, there was significant discussion regarding the use of the 10% Gambling <br />Contribution Fund for police services in the amount of $15,000. If this amount is not funded with the <br />10% Gambling Contribution Fund and it is added to the levy, the change to the levy would be as <br />follows: <br /> 2019 2020 <br />$ Increase <br />(Decrease) <br />% <br />Increase <br />(Decrease) <br />Gross Levy $3,339,258 3,504,934 165,676 4.96% <br />With this option, the City of Little Canada portion of property taxes for the median value home in <br />Little Canada will increase approximately from $631 in 2019 to $687 in 2020 ($56 or 8.8% increase). <br /> <br />The preliminary levy does not include an increased contribution for the City’s portion of the fire <br />pension. If police services ($15,000) and increased fire pension ($1,000), the changes to the levy <br />would be as follows: <br /> 2019 2020 <br />$ Increase <br />(Decrease) <br />% <br />Increase <br />(Decrease) <br />Gross Levy $3,339,258 3,505,960 166,702 4.99% <br />With this option, the City of Little Canada portion of property taxes for the median value home in <br />Little Canada with a gross levy increase of 4.99% would be the same as the gross levy at $3,504,934. <br />
