<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Chris Heineman, City Administrator <br /> DATE: September 25, 2019 <br /> RE: Public Hearing for Interim Use Permit: Recycling/Stockpiling in the I-2 Zoning District <br /> <br /> <br />BACKGROUND: <br />At their meeting on September 12, 2019, the Planning Commission considered a request by Fra-Dor to <br />renew an Interim Use Permit for continuation of aggregate stockpiling and recycling operation on their <br />site at 3137 Country Drive. The site is zoned I-2, General Industrial, which allows this type of use by <br />Interim Use Permit. The applicant has been granted a previous 5-year Interim Use Permit commencing <br />on October 1, 2014 and is scheduled to expire on October 31, 2019. <br /> <br />Tony Frattalone with Frattalone Companies and Justin Boss, General Manager of Fra-Dor provided a <br />presentation to the Planning Commission explaining their business and history in this location. The <br />applicant is currently seeking a 20-year extension to their Interim Use Permit and plans to make <br />additional improvements to the property. The redevelopment of the subject property has been the long- <br />term objective of the City over the years, and is consistent with the decision to continue to allow the <br />current use by Interim Use Permit rather than a permanent Conditional Use Permit. <br />Following the presentation, the Planning Commission was asked to make a recommendation on the <br />Interim Use Permit renewal to the City Council. A motion to recommend approval of an Interim Use <br />Permit at 3101 and 3137 Country Drive for an additional 20 years, or such time limit agreed to by the <br />City Council was unanimously approved by the Planning Commission (7-0). <br /> <br /> <br />REQUESTED ACTION: <br />The City Council is asked to conduct a Public Hearing and consider the request for renewal of an Interim <br />Use Permit (IUP) for Fra-Dor, Incorporated. Staff recommends approval of the IUP with the <br />understanding that the applicant will be required to meet specific terms outlined in the Interim Use Permit <br />and Agreement. <br />
