<br /> <br />Based on the conditions outlined in this section, the applicant has been granted a previous 5-year <br />Interim Use Permit commencing on October 1, 2014 and is scheduled to expire on October 31, 2019. <br />A previous 5-year Interim Use Permit was issued in 2003. <br /> <br />Mr. Frattalone purchased this property out of tax forfeiture in the early 1980’s and worked with the <br />City, County, and State of Minnesota to establish a landfill permit for the site. Frattalone has worked <br />with the City over the years to improve the property, which has poor soil conditions for development. <br />Frattalone requested a permanent permit to continue the stockpiling and recycling operation in 1993. <br />That was not granted, but he was given a ten year extension which lead to the reissuance of a series of <br />5-year Interim Use Permits in 2003, 2008, and 2014. <br /> <br />The applicant is currently seeking a 20-year extension to their Interim Use Permit and plans to make <br />additional improvements to the property. The redevelopment of the subject property has been the <br />long-term objective of the City over the years, and is consistent with the decision to continue to allow <br />the current use by Interim Use Permit rather than a permanent Conditional Use Permit. <br /> <br />With the improvements that have been made to this site over the past twenty years and the proposed <br />site improvements that are currently planned, staff believes it is reasonable to extend the Interim Use <br />Permit beyond the recent 5-year terms. This will allow the applicant to make additional investments in <br />the property and amortize these expenditures of a longer period of time. <br /> <br />The City Council discussed this issue at both their July 10th and August 14th Work Session meeting, <br />and will be considering a revised Interim Use Permit and Agreement at an upcoming meeting. The <br />Planning Commission is asked to review the information presented and provide a recommendation on <br />the Interim Use Permit for City Council action. <br /> <br /> Summary and Recommendation: <br /> <br />The Planning Commission is asked to review the information presented and consider the request for <br />renewal of an Interim Use Permit (IUP) for Fra-Dor Companies and provide recommendation to the <br />City Council.
