STAFF REPORT <br />TO:Mayor Keis and Members of the City Council <br />FROM:Bryce Shearen, Parks & Recreation/Community Services Manager <br />DATE:October 9, 2019 <br />RE:2020 CTV Neighborhood Network Programs <br />ACTION TO BE CONSIDERED <br />Approve Neighborhood Network production events for 2020. <br />BACKGROUND <br />The City’s contract with the North Suburban Access Corporation (NSAC), a.k.a. CTV, provides <br />the City with two Neighborhood Network productions a year. The Neighborhood Network is an <br />initiative where the City receives at least two requested video productions related to coverage of a <br />community event or item of interest. <br />In 2019, those Neighborhood Network productions were coverage of the inaugural 5K Sap Run <br />event and the Spooner Park Community Build. For CTV to properly plan the appropriate <br />coverage, and guarantee coverage of events, they are requesting that cities submit their video <br />coverage requests by Thursday, October 31, 2019. <br />Staff would like to propose the following two Neighborhood Network productions for 2020: <br />1)Pioneer Park Master Planning Process <br />2)Greenbrier Street Reconstruction Project <br />Both of these productions would utilize meetings, interviews, and on-site video to document the <br />planning process and promote community engagement. Our hope is that this process will provide <br />an increased level of information for citizens and produce archived video documentation that will <br />be helpful for future projects (future neighborhoods can see what to expect for a road project). <br />At their October 3, 2019, Parks & Recreation Commission Meeting, the Commission made a <br />motion to have the City Council consider the Pioneer Park planning process to be one of the two <br />Neighborhood Network productions. <br />In addition to the Neighborhood Network productions, staff will continue to coordinate video <br />production services with CTV for ten (10) 2-3 minute videos of community events and activities. <br />RECOMMENDED ACTION <br />Staff recommends a motion to approve the Pioneer Park planning process and the Greenbrier <br />Street Reconstruction Project for CTV Neighborhood Network production programs for 2020.
