STAFF REPORT <br />TO:Mayor Keis and Members of the City Council <br />FROM:Bill Dircks, Public Works Director <br />DATE:October 4, 2019 <br />RE:Purchase of Single Axle Dump Truck <br />ACTION TO BE CONSIDERED: <br />Purchase of an International-brand truck chassis from Astleford Trucks and dump box and plow <br />equipment from Towmaster in advance of final approved Capital Improvement Budget. <br />BACKGROUND: <br />The 2005 Sterling single axle dump truck is scheduled to be replaced in 2020 and is included in <br />the preliminary Capital Improvement Budget. Staff has done the research and found the best fit <br />for the department. The International chassis would match the chassis purchased when the other <br />dump truck was replaced in 2015. It will make for easier maintenance and parts purchasing to <br />have nearly identical chassis. The International chassis with staff’s specifications is on the <br />Minnesota State Cooperative Purchasing Contract at a price of $86,493.12. <br />The dump box and all of the plow equipment will be provided by a different vendor, Towmaster <br />(a Minnesota company), which also has its products available on the State Contract. The total <br />cost of all of the equipment is $102,329.00. <br />The total cost of the truck and equipment is $188,822.12. Staff anticipates getting in the <br />neighborhood of $26,000 for the 2005 Sterling dump truck, which will put the net cost at around <br />$163,000. <br />These types of trucks can take a long time to get built and delivered and then additional time to <br />get the equipment installed. If the truck is ordered after January 1, there is a chance it would not <br />be ready in time for the winter of 2020. By placing the order now, the schedule can get moved <br />up and the truck will more than likely be ready before Fall 2020. Nothing would be invoiced <br />until after January 1, 2020. <br />STAFF RECOMMENDATION: <br />Since the final Capital Improvement Budget hasn’t been adopted, staff is requesting that the City <br />Council approve the early ordering of the International chassis and equipment so that it is ready <br />before next winter.
