Staff also posts the public hearing notices on the city website on a separate page titled “Public
Hearings & Notices” under the “Government” heading on the main page, and they are mailed to all
property owners within 350 feet of the property being discussed.

Staff is requests that the Council designate a newspaper for the remainder of this year, and if the
Council chooses, there can be further consideration done in January when the 2020 legal newspaper
is designated. Since there is a pending public hearing notice that was planned for publication in the
October 8 Review, and would not be able to be published in the Vadnais Press within the correct time
frame, staff recommends designating the Pioneer Press for the remainder of 2019 with further
consideration to other options in January.

Pricing for the Pioneer Press, Star Tribune and Vadnais Press are below.

2019-2020 2019 2019
Pioneer Press Star Tribune Vadnais Press

Legal Rates $6.00/Column Inch $1.31/Line $5.05/Column Inch
($0.43/line) ($0.56/line)

The discretion in per line cost is that each newspaper appears to use a different number of
lines per column inch in their legal publications.

STAFF RECOMMENDATION:
Staff recommends that the Council discuss the options for the City’s legal newspaper, and designate
the Pioneer Press as the Little Canada Legal Newspaper for the remainder of 2019.
