Tips on working with the media. <br />RELEVANT LINKS: I. Newspapers in general <br /> There are a wide variety of newspapers, from local city newsletters to <br />qualified newspapers. Sometimes information is required to be published <br />in newspapers. Sometimes it is not required to be published, but cities <br />choose to publish it to better inform the public. <br /> A. Qualified newspapers <br />Minn. Stat. § 331A.01, subd. <br />8. What is a qualified newspaper? When any of the following terms are used <br />in a statute that refers to the publication of public notice, they refer to a <br />“qualified newspaper”: <br /> • A qualified legal newspaper. <br />• A legal newspaper. <br />• An official newspaper. <br />• A newspaper. <br />• A medium of official and legal publication. <br />Minn. Stat. § 331A.02, subd. <br />1. It should be noted that even though these terms are essentially <br />interchangeable, a newspaper must meet the following criteria to be a <br />qualified newspaper: <br />Minn. Stat. § 331A.02, subd. <br />1(a). • It must be printed in English, in a newspaper format, and in a column <br />and sheet form equivalent in printed space to at least 1,000 square <br />inches. <br />Minn. Stat. § 331A.02, subd. <br />1(b). • If a daily paper, it must be distributed at least five days each week. But <br />in any week in which there is a legal holiday, not more than four issues <br />of a daily paper are necessary. <br />Minn. Stat. § 331A.02, subd. <br />1(b). • If no t a daily paper, it may be distributed twice a month with respect to <br />the publishing of government public notices. <br />Minn. Stat. § 331A.02, subd. <br />1(c). • In at least half of the issues each year, it must have no more than 75 <br />percent of its printed space comprised of advertising material and paid <br />public notices.
