RELEVANT LINKS: <br />League of Minnesota Cities Information Memo: 5/10/2019 <br />Newspaper Publication Page 5 <br /> • There is no qualified non-daily newspaper of general circulation in the <br />city. <br />• The notice is printed in a newsletter or similar printed means of giving <br />notice that is prepared by the city and either mailed or delivered to <br />each household in the city. <br /> Cities should take note of any particular newspaper section where statute <br />requires the publication to occur. In the absence of this direction, notices <br />are typically published in the legal section of the qualified newspaper. <br />Some newspapers reserve the right to edit notices that are published in <br />other sections for length. Publication in the legal section, however, ensures <br />notices will be published exactly as they are submitted. <br />Minn. Stat. § 331A.02, subd. <br />5. If a qualified newspaper maintains a web site, then as a condition of <br />accepting and publishing public notices, the newspaper must agree to post <br />all the notices on its web site at no additional cost. The public notice must <br />remain on the web site during its full publication period. A newspaper’s <br />failure to post or maintain a public notice on its web site does not affect its <br />validity. <br /> C. Form of publication <br /> The following two rules apply to all public notices published by cities: <br />Minn. Stat. § 331A.05, subd. <br />1. <br />Minn. Stat. § 331A.05, subd. <br />4. <br />• Every public notice must be printed or otherwise disseminated in <br />English. <br />• Every notice must include a bold title or caption in a font no smaller <br />than brevier or eight -point type that refers to the content of the notice. <br />Larger fonts may be used. <br />Minn. Stat. § 331A.05, <br />subds. 2, 3. The following general rules apply to all publications of a public notice <br />unless law provides otherwise: <br />Minn. Stat. § 331A.05, subd. <br />2(a). <br />Minn. Stat. § 331A.05, subd. <br />2(b). <br />Minn. Stat. § 331A.05, subd. <br />2(b). <br /> <br />Minn. Stat. § 331A.05, subd. <br />2(c). <br />Minn. Stat. § 331A.05, <br />subds. 3, 4. <br />• The notice must be published once. <br />• The notice must be published not more than 30 days before the event if <br />it is informing the public about a future event. <br />• The notice must be published not less than seven days before the event <br />if it is informing the public about a future event. <br />• The notice must be published no later than 45 days after the event if it <br />is informing the public about a past event. <br />• Public notice must be printed in a font no smaller than six-point type <br />with a lower -case alphabet of 90 point. Larger fonts may be used. Note <br />that this standard probably only applies to the text of the notice. The <br />title or caption of the notice is required to be at least brevier or eight - <br />point type.
