Kasma, P.E., City Engineer <br /> <br />DATE: November 14, 2019 <br /> <br />RE: Feasibility Report for Allen Avenue <br /> <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to accept feasibility report and call for a public improvement hearing for street <br />improvements on Allen Avenue. <br /> <br />BACKGROUND: <br />Allen Avenue is in the City’s five-year Capital Improvement Program. The section of the <br />roadway between Centerville Road and Desoto was constructed in 1998. The section from <br />Desoto to Edgerton was constructed in 1993. Both sections of the roadway are deteriorated <br />beyond the point of a mill and overlay. <br /> <br />The proposed improvements consist of a full depth reclamation (FDR) with spot curb and gutter <br />replacement. Other improvements include excavating water main appurtenances (gate valves, <br />tees and hydrants) to replace bolts, sanitary sewer manhole adjustments and infiltration and <br />inflow repairs, storm sewer structure improvements and the removal of centerline road <br />monuments at the intersections of Centerville Road and Desoto. <br /> <br />City staff presented the proposed improvements to the residents at a Neighborhood Meeting on <br />October 29th at City Hall. The majority of those in attendance were in favor of the improvements <br />via a showing of hands. <br /> <br />After the Neighborhood Meeting, City staff added an optional sidewalk along the south side of <br />the roadway from Centerville Road to Desoto. The route is identified in the City’s Parks and <br />Recreation Master Plan. This sidewalk would be 6’ wide along with a 2’wide decorative <br />concrete band of concrete located directly behind the existing back of curb. The total width of 8’ <br />allows for adequate width for snow plowing. <br /> <br />The estimated overall project cost is $964,494. This includes an optional sidewalk along the <br />south side of Allen Avenue from Centerville Road to Desoto Street with an estimated cost of <br />$282,679. <br /> <br />SOURCE OF FUNDS: <br />Street improvements would be funded through the City’s Pavement Management Fund. Utility <br />improvements would be funded through the City’s Utility Fund.
