STAFF REPORT <br />TO:Mayor Keis and Members of the City Council <br />FROM:Brenda Malinowski, Finance Director <br />Chris Heineman, City Administrator <br />DATE:November 12, 2019 <br />RE:Contract for Auditing Services <br />ACTION REQUESTED: <br />Motion to approve a contract with CliftonLarsonAllen LLP (CLA) as the City of Little Canada <br />auditor for 2019-2021 with an additional two-year extension option. <br />BACKGROUND: <br />The five-year contract with the current audit firm, CliftonLarsonAllen LLP ended after the 2018 <br />audit. In addition, per the City’s Financial Policies, consultant performance should be conducted <br />at a minimum every five years to ensure that services are being provided at an appropriate of <br />level and price. Audit services were last reviewed in 2014. <br />Staff advertised for auditing services on the League of Minnesota Cities website. Five proposals <br />were received from the following firms: <br />CliftonLarsonAllen, LLP (CLA) <br />BerganKDV, Ltd. <br />ABDO Eick & Meyers, LLP <br />Malloy, Montague, Karnowski, Radosevich & Co., P.A. (MMKR) <br />Redpath and Company, LTD (formerly Tautges Redpath, LTD) <br />A three-year contract with an optional two-year extension was requested. The proposers were <br />requested to submit pricing for two options: (1) the audit firm preparing the CAFR and (2) the <br />City preparing the CAFR. <br />CLA currently prepares the CAFR for the City of Little Canada. Staff wanted to evaluate the <br />efficiencies, savings, and quality of a City prepared CAFR. Current City staff has prepared the <br />CAFR in the past, and we have the capacity to prepare the CAFR for the 2019 audit. There are <br />several advantages for the City preparing the CAFR: <br />Cost savings for the City. <br />City staff is able to determine the appropriateness of expenses in each cost center <br />(General Government, Public Works, etc.).
