STAFF REPORT <br />TO:Mayor Keis and Members of City Council <br />FROM:Chris Heineman, City Administrator <br />Brenda Malinowski, Finance Director <br />Bill Dircks, Public Works Director <br />Bryce Sheeran, Parks & Recreation/Community Services Manager <br />Heidi Heller, City Clerk <br />DATE:November 15, 2019 <br />RE:Capital Improvement Plan (CIP) 2020-2024 <br />ACTION REQUESTED: <br />Motion to approve the 2020-2024 Capital Improvement Plan. <br />BACKGROUND: <br />The CIP is a planning document intended to provide an estimate of capital needs and funding. <br />The CIP process is a way to balance the amount of capital spending on an annual basis. This <br />creates a more predictable demand on staff resources and creates consistency in capital funding. <br />In the past, the five-year capital plan was incorporated into the Annual Budget Document. The <br />five-year capital plan is now being presented as a separate document. <br />The attached CIP is based on a Council workshop held in August regarding the capital projects <br />identified for 2020-2024. <br /> Changes since that workshop are as follows: <br />Projects that need to be placed into 2020 since they were not completed in 2019 <br />Firefighters Historical Trail Sign ($6,000) <br />Masonry repairs at fire station ($22,500). <br />Changes in project costs since the workshop and projects identified since the workshop <br />Siding and efficiency upgrades at City Center for 2020 increased by $40,000. <br />Staff will continue to determine the scope of the projects. <br />Windrow storm sewer project for 2020 ($60,000). This project was identified this <br />summer due to the extreme rainy conditions.
