A PowerPoint presentation of the final plans will be made by the City Engineer at the City
Council Meeting.

GREENBRIER STREET:
Improvements on Greenbrier Street include street reconstruction from Labore Road to County
Road D. The improvements include widening the roadway from 24-feet to 28-feet wide.
Concrete curb and gutter is Design Surmountable. New concrete aprons are proposed for
residents. Tree removals are necessary to allow for grading to match the revised concrete curb
elevations. The average cut along centerline of the roadway is 1.5-feet. Right of Entry
agreements will be required for temporary grading.

Storm sewer will extend from Greenbrier Street to Labore Road. Storm sewer piping ranges from
12-inch to 30-inch diameter.

A three (3) cell pond is proposed in the overhead power line area for rate control and water
quality. As stormwater enters the first cell, the pretreatment process (settling out solids) begins.
During large rain events, a second cell acts as an overflow for the first cell. The third cell is a
sand filter and finishes the water quality process. Ramsey County is sharing in the cost of the
ponding system ($35,000 - $40,000). In addition to the ponding, two (2) rain gardens are
proposed.

The Ramsey Washington Metro Watershed District (RWMWD) have reviewed the final plans
and has granted a conditional approval. Final approval will be granted after the City has awarded
the construction contract.

MnDOT State Aid has reviewed the final plans and has requested minor plan revisions. The
revised plan set was resubmitted to State Aid on March 13, 2020.

An Open House for the Greenbrier residents was held at City Hall on October 29, 2019.
The following is a table identifying the estimated project costs for the City:

TASK Elfering
Estimate
(December 2018)
BMI CIP Estimate
(July 2019)
BMI Estimate
(November 2019)
BMI Estimate
(March 2020)
Construction $876,015 $1,259,400 $1,592,670
Contingency $87,601 $63,800 $0
Engineering $240,904 $330,900 $318,534
Materials Testing $14,178
Total $1,204,520 $1,272,000 $1,654,100 $1,911,204

The biggest change is the significant increase in construction costs. This includes not only
concrete and bituminous, but utility costs also. Although our estimate may be slightly high, we
believe it represents current pricing.

Special assessments on Greenbrier Street total approximately $415,000 for 50 parcels.
