This new entity will have the ability develop a pay structure that is <br />competitive with the market and will be less susceptible to potential volatility. <br /> <br />Staff is very supportive of continuing with the Metro I-Net operation. Metro I-Net constantly <br />benchmarks their cost structure with similarly sized organizations. Their staffing and costs have typically <br />ranged between 30 - 40% of peer organizations. These cost savings are due in part to a streamlined <br />organizational structure and administrative functions absorbed by the City of Roseville. <br /> <br />A transition away from Metro I-Net is possible if that is the desire of the City Council but it would come <br />at a significant cost and take time. Staff is confident that we are currently getting the best deal possible <br />for taxpayers. We would either need to hire our own IT staff, which would like require salaries more <br />than what we currently pay Metro I-net. Additionally, we would have to acquire all new licenses as a <br />stand-alone entity, negating the advantages of consortium buying efficiencies. More likely, we would <br />need to contract with a new IT service provider which would likely be more than what we are already <br />paying for a lower level of service. <br /> <br />Attachments: <br />• Letter from City Manager of Roseville <br />• Description of IT services provided <br />• Metro I-Net PowerPoint <br />• Proposed JPA contract <br />• Proposed JPA vote distribution <br />• Current Budget breakdown (with Little Canada breakout) <br /> <br />STAFF RECOMMENDATION <br />Metro I-net provides us stability and a JPA would enable them to be competitive in the marketplace <br />which would allow them to better serve our organization and community long into the future. Staff <br />recommends further evaluation of the feasibility of a joint powers entity. If a Joint Powers Agreement <br />is viable for other members of Metro I-Net, a formal agreement will be brought forward for approval in <br />the near future. <br /> <br />REQUESTED COUNCIL ACTION <br />The City Council is asked to review the attached information and provide the City Administrator with <br />feedback and/or concerns on changing the current Metro I-Net arrangement to a joint powers entity.
