STAFF REPORT <br />TO:Mayor Keis and Members of the City Council <br />FROM:Chris Heineman, City Administrator <br />Mark D. Kasma, P.E., City Engineer <br />DATE:April 8, 2020 <br />RE:Allen Avenue Monument Sign Relocation <br />ACTION TO BE CONSIDERED: <br />Provide direction on proposal from Habadapt to relocate Pitrina Terrace Townhome Association <br />weathered steel monument signs in the amount of $10,467. <br />BACKGROUND: <br />When the Pitrina Park development was constructed in the late-1990s, two islands were included <br />on Allen Avenue. The islands were landscaped and a sign for Pitrina Park was installed in each <br />island with approval by the City. In 2018, the Pitrina Terrace Townhome Association replaced <br />the wood signs that were originally installed with two (2) Cor-Ten weathered steel monuments. <br />The Association contacted the City and was issued a sign permit to replace the rotted wood signs <br />with the Cor-Ten weathered steel monument signs. At the time of this application, the City did <br />not issue a right-of-way (ROW) permit. The City has now decided to remove the medians and <br />relocate the monuments as part of the upcoming Allen Avenue street improvement project. <br />Habadapt was the company that originally installed the new signs and has intimate knowledge of <br />the materials and technique used to install the signs. Staff is working with the same contractor to <br />disassemble the signs and then reassemble them in the new locations. City staff has met with the <br />Townhome Association Board to discuss the relocation areas. Once utility locations have been <br />marked by Gopher One Call, the final relocation areas will be confirmed with the Board. <br />The existing signs are located in the right-of-way, and the City has the right to require private <br />utilities, landscaping, signs, etc. to be removed from the right-of-way at the owner’s expense. <br />Habadapt has provided a quote of $10,467 to perform the work. In addition to the cost for <br />relocating the signs, there will be an additional cost for constructing new footings for each of <br />these signs. This cost is already included in the Allen Avenue bid package and will be paid by <br />the City. City staff will coordinate any work between the two (2) contractors. <br />RECOMMENDED ACTION: <br />The City Council is asked to provide direction on how to pay for the $10,467 cost of relocating <br />the privately owned Pitrina Terrace Townhome Association signs. Possible options include: <br />1)Utilize the City’s contingency budget for the Allen Avenue project <br />2)Require the Townhome Association to pay for the full cost of moving the signs <br />3)Share the cost of relocating the private signs 50/50 with the Townhome Association
