<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Bill Dircks, Public Works Director <br /> <br />DATE: April 22, 2020 <br /> <br />RE: County Road D Agreement with Vadnais Heights <br /> <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to approve the agreement between Vadnais Heights and Little Canada for the <br />reconstruction and ongoing maintenance of County Road D from Payne Avenue to Greenbrier <br />Street. <br /> <br />BACKGROUND: <br />County Road D is a border street with Vadnais Heights being on the north side and Little Canada <br />on the south. Therefore, Vadnais Heights will have a share of the cost of the reconstruction <br />project in 2020 between Payne Avenue and Greenbrier Street. As was the case with Ramsey <br />County, an agreement for project costs and maintenance of certain features is necessary between <br />Little Canada and Vadnais Heights. All engineering design and inspection will be performed by <br />Bolton & Menk. The City will pay all costs up front and Vadnais Heights will reimburse the <br />City with its share of the project. <br /> <br />Key items in the agreement include cost participation details, the payment schedule, and ongoing <br />maintenance of the various amenities that will be constructed. Little Canada will be responsible <br />for the pedestrian ramps that will be installed at most intersections as well as some of the <br />landscaping that will be installed on the south side of the street. Vadnais Heights will be <br />responsible for maintenance of the eight-foot trail that is being installed on the north side of <br />County Road D as well as the pedestrian ramps on the north side. <br /> <br />STAFF RECOMMENDATIONS: <br />Staff recommends approving the agreement between the City of Little Canada and Vadnais <br />Heights for the reconstruction of County Road D. <br /> <br />ATTACHMENTS: <br />Copy of Agreement <br />
