<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Bill Dircks, Public Works Director <br /> <br />DATE: April 22, 2020 <br /> <br />RE: Little Canada Road Crosswalks <br /> <br /> <br />ACTION TO BE CONSIDERED: <br />Provide direction regarding the potential installation of a rapid flashing crosswalk on Little <br />Canada Road. <br /> <br />BACKGROUND: <br />The Little Canada Road streetscape project currently underway has brought with it requests for <br />rapid flashing crosswalks at the Middle Street and Market Place crosswalks. Both are mid-block <br />crosswalks without signals. The Market Place Drive crosswalk went in a few years ago when the <br />Veteran’s Memorial Park was built. The crosswalk allows residents of Presbyterian Homes and <br />Garden Terrace as well as people who park on the north side of Little Canada Road to get across <br />the street to the park. <br /> <br />Rapid flashing crosswalks are what we installed on Little Canada Road and Eli Road at the <br />elementary school a couple of years ago. Pedestrians can push a button to activate a flashing <br />warning light to alert drivers that a pedestrian is crossing. <br /> <br />Bolton & Menk performed a study of the area and has laid out the options available to the City. <br />Should the Council choose to proceed with installing a rapid flashing crosswalk, the work can be <br />handled in-house by staff so the costs would be in the neighborhood of $6,000 - $8,000. <br /> <br />SOURCE OF FUNDS: <br />There are funds available in the Little Canada Road streetscape project contingency fund or the <br />funds could be taken from the 450 fund. <br /> <br />STAFF RECOMMENDATIONS: <br />The Council is asked to provide direction on how to proceed with the crosswalks on Little <br />Canada Road. Possible options include: <br />1. Purchase and install a rapid flashing crosswalk at Market Place Drive <br />2. Purchase and install a rapid flashing crosswalk at Middle Street <br />3. Do not install any additional crosswalk equipment <br /> <br />ATTACHMENTS: <br />Bolton & Menk Pedestrian Crossing Analysis
