<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Bryce Shearen, CPRP, Parks & Recreation/Community Services Manager <br /> <br />DATE: May 13, 2020 <br /> <br />RE: Pioneer Park Master Planning Process Discussion <br /> <br />BACKGROUND <br />During the Park System Master Plan process in 2018, there was additional attention paid to <br />exploring opportunities and enhancements for Pioneer Park. A concept plan was created with <br />input from the public, Parks & Recreation Commission, City Council, and staff and included in <br />the Parks System Master Plan document. <br /> <br />It was recommended in the Park System Master Plan a more detailed and comprehensive design <br />development process be undertaken to bring the enhancement to a reality. As we prepare to <br />discuss Pioneer Park more in-depth, staff wanted to provide the City Council with a draft cost <br />estimate sheet, splash pad examples, and a tentative timeline of events for the Pioneer Park <br />Master Planning process, and potential partnership with the University of Minnesota Resilient <br />Communities Project (RCP) program. The hope is to have graduate students participate in <br />community engagement efforts for the Pioneer Park planning process this summer. <br /> <br />Staff is looking for direction from the City Council on the project scope and priorities. Also, <br />staff would like further guidance on these items: <br />• Playground <br />• Community Building (Not identified in the Parks Master Plan, but had Parks & <br />Recreation Commission consensus to look into the feasibility of adding a building to <br />Pioneer Park) <br />• Splash Pad vs. Water Feature <br />• Artificial Turf Field <br /> <br />SOURCE OF FUNDS <br />Source of funds have not been identified for many of the projects and will be an important <br />consideration throughout the process. <br />ATTACHMENTS <br />• Cost Estimates – DRAFT <br />• RCP Project Brief <br />• Community Building examples <br />
