3200-4 <br /> <br />b. For Owners with four (4) or more Dwelling Units, the Inspection <br />Report must be dated within the twelve (12) months preceding the <br />application date with at least 25% of the units inspected. When <br />renewal applications require inspections, the units not covered in <br />the previous report shall be inspected with all units to be inspected <br />within four (4) years. Once a licensed property has documented <br />through Inspection Reports that all units have been inspected <br />within the previous four (4) years, a renewal application must only <br />show that each unit has been inspected at least once in the <br />preceding four (4) years. However, the City reserves the right to <br />require a more rapid inspection cycle should a property <br />demonstrate an inordinate amount of violations (50% or more than <br />the average) as compared to the average number of deficiencies per <br />unit existing in other rental properties (more than 4 dwelling units <br />per property) within the city. <br /> <br />C. Investigations. Property Managers shall be investigated as required by the laws of <br />the State of Minnesota. <br /> <br />D. Changes in Ownership. A license is non-transferable. If there is a change in the <br />Ownership of the Rental Dwelling or Rental Dwelling Unit, a new license is <br />required. <br /> <br />E. Changes in the Rental Dwelling or Rental Dwelling Unit. If changes are <br /> made in the number or type of units, the Owner shall amend its license. <br /> <br />F. License Term. Persons wishing to let Rental Dwellings or Rental Dwelling Units <br />must make an application to the City, provide the information required by this <br />Section and pay the applicable license fee, which will be set by City Council <br />resolution. Licenses are valid for a 2 1 year cycle beginning on October 1 each <br />year. A current licensee who intends to continue letting Rental Dwellings or <br />Rental Dwelling Units shall apply for license renewal before the end of the <br />licensing term. <br /> <br />G. License Fee. The application fee shall be determined by the City Council from <br />time to time by Resolution, and shall be paid at the time of application. License <br />fees, as set forth by City Council resolution, shall be due prior to the license <br />expiration date; in the cases of new, unlicensed dwellings, license fees shall be <br />due upon issuance of the certificate of occupancy; in the case of initial licensing, <br />license fees shall be due upon application; in the case of licensing periods of less <br />than one (1) year, license fees may not be prorated. The City Council may provide <br />an exemption to the payment of all or a portion of license fees for Single Family <br />or Multi-Family Licensees that remain free of violations under Section 3200.080 <br />herein. <br />
