STAFF REPORT TO: Mayor Keis and Members of the City Council FROM: Mark D. Kasma, P.E., City Engineer DATE: May 13, 2020 RE: 2015 Street & Utility Improvements Project ACTION TO BE CONSIDERED: Motion to approve the attached Partial Pay Estimate No. 14 to Hardrives, Inc. in the amount of $72,252.63. BACKGROUND: The total amount earned by the Contractor on this partial pay request is $4,160,027.77. Subtracting $30,000 retainage (for punch list items yet to be completed) and previous payments of $4,057,775.14, the amount due is $72,252.63. This pay estimate includes payment for work in the Ryan Industrial Park and on Centerville Road. This work has been observed and is in general conformance with the plans and specifications. There are a couple of reasons this project is still not closed out even though it originated in 2015. The first issue was the Xcel power lines could not be relocated in time to start the project in 2015 so work didn’t start until 2017. Following substantial completion of the project the contractor has been slow to complete punch list work. In some cases there weren’t any reasons, but the one remaining punch list item involves the new storm pond constructed immediately north of the Pioneer Park parking lot. Some work needs to be done to the bottom of the pond but it was too wet all of last year and it remains wet this spring. The contractor is hopeful that another few days of dry weather will allow the work to be completed and the job to be closed out. SOURCE OF FUNDS: The improvements will be funded through the City’s Infrastructure Capital Improvement Fund, special assessments and Municipal State Aid. STAFF RECOMMENDATIONS: Staff recommends that the City Council approve payment in the amount of $72,252.63. ATTACHMENTS: Partial Pay Estimate No. 14
