<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Heidi Heller, City Clerk <br /> <br />DATE: May 27, 2020 <br /> <br />RE: Ordinance 841 - Amend Chapter 3200 Rental Housing Licensing <br /> <br /> <br />ACTION TO BE CONSIDERED <br />Adopt Ordinance 841, amending City Code Chapter 3200, Rental Housing Licensing and <br />approve publication of a summary ordinance. <br /> <br />BACKGROUND <br />Staff has been working on revamping the City’s rental housing licensing program and reviewed <br />the final program changes, City Code amendments and staffing plan with the Council at the May <br />13, 2020 Council Workshop. Ordinance 841 has been drafted for the amendments to City Code <br />Chapter 3200, Rental Housing Licensing, and no changes have been made since the May 13 <br />Workshop. <br /> <br />The rental housing owners and managers have been notified of the ordinance and public hearing. <br />To date, no comments have been received. <br /> <br />Highlights of the amendments to City Code Chapter 3200, Rental Housing Licensing, include: <br />- Remove sections 3200.200-240 pertaining to Inspector Licenses since the inspections <br />will be done by City Staff instead of an independent inspector <br />- Remove section 3200.040B.4 pertaining to the inspection report required from the <br />independent inspector <br />- Remove section 3200.040C – the City is not going to investigate property managers <br />- Remove section 3200.040J Detector Certification – working smoke detectors are required <br />by State Law and will be verified by the Housing Inspector during the inspection <br />- Revise who is on the Rental Housing Appeals Board – should not be the Planning <br />Commission; now will be 1 City staff representative designated by the City <br />Administrator, 1 City Council representative and 1 representative from the Ramsey <br />County Sheriff’s Department <br />- Remove allowance for an exemption to the license fee if property has no violations <br />- 3200.050 Exemptions: Add Group Homes to the list of property types that are exempt <br />from needing a rental housing license
