Resolution adopted. <br />CONSENT AGENDA <br />Fischer introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2 021-9-102 —APPROVING THE CONSENT A GENDA WHICH <br />CONTAINS THE FOLLOWING. <br />• Approval of the Vouchers <br />• Approve 3-Year Service Agreement with North Suburban Access Corporation for <br />2022-2024 <br />• Approve Partial Pay Request No. 2 to Albrecht Company for Firefighter Memorial <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution adopted. <br />PIONEER PARK PHASE I MASTER PLAN FINAL PRESENTATION <br />Maddie Dahlheimer, Bolton & Menk, stated that this is the final presentation for the Pioneer Park <br />Master Plan after many discussions with the Council and Parks & Rec Commission. She explained <br />that Phase I refers to the park property as is, and Phase II refers to potential improvements if the <br />City ever acquires the parcel at the southwest corner. <br />Josh Shields, Bolton & Menk, reviewed the recommended Phase 1 projects: a new playground <br />node, trail lighting, accessibility upgrades, tree management plan and install bike racks. He noted <br />that replacing the basketball hoops and the initial soccer field sand injection treatment has already <br />been completed. He explained that staff is now looking for Council direction on developing <br />construction plans and identifying the funds for the initial projects. <br />Fischer asked what the initial projects are going to be. Mr. Shields stated they have provided <br />recommendations, but final direction is needed from the Council. Ms. Dahlheimer explained that <br />their recommendations were based on what got the most feedback and comments after talking to <br />staff, Council and the community. The Parks & Rec/Community Services Manager stated that the <br />play node, trail lighting and general park improvements are the recommended first projects. <br />Keis stated that they have not had a chance to look through the Master Plan yet, so the Council will <br />need to get that document so they can review it in detail and determine further questions. <br />UPDATE ON PLAN FOR EMERALD ASH BORER TREATMENT <br />The Parks & Rec/Community Services Manager explained that in June, the Council discussed the <br />infestation of Emerald Ash Borer throughout the city and approved the next steps to deal with this <br />problem. He reported that 59 trees have now been treated at Spooner Park, Pioneer Park and a few <br />at City Hall, and the treatment will be done every two years. He explained that about 62 trees have <br />been determined to not be treatable and will need to be removed. He stated that the City was <br />2 <br />
