MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />NOVEMBER 17, 2021 <br />Pursuant to due call and notice thereof a Workshop meeting of the City Council of Little Canada, <br />Minnesota was convened on the 17th day of November, 2021 in the Conference Room of the City <br />Center located at 515 Little Canada Road in said City. <br />Mayor John Keis called the meeting to order at 6:00 p.m. and the following members of the City <br />Council were present at roll call: <br />CITY COUNCIL: Mayor Keis, Council Members Fischer, Torkelson, McGraw and Miller. <br />Absent: None. <br />ALSO PRESENT: City Administrator Chris Heineman, Finance Director Brenda Malinowski <br />and City Clerk/HR Manager Heidi Heller. <br />DISCUSS ORGANIZED COLLECTION/RECYCLING SERVICES CONTRACT <br />The City Administrator stated that he has provided the terms of the contract since the final draft <br />of the contract has not been finalized yet. He explained that the Organized Collection Council <br />Subcommittee has met twice in March and June to discuss the proposal from the haulers. The <br />consortium of waste and recycling haulers initially submitted a proposal for a 3.5% annual price <br />adjustment, which would result in a total increase of 17.5% over the term of the 5-year contract. <br />After discussion with the subcommittee, staff was directed to negotiate with the haulers to reach <br />a lower rate. The City Administrator reported that after speaking with the consortium of haulers, <br />they responded with a proposal of a 2% annual price adjustment over a 3-year term for 2022- <br />2024. The total increase of the revised contract will result in a 6% increase over the next three <br />years. <br />There was Council consensus for the City Administrator to move forward with the contract with <br />the proposed changes stated in the staff report. <br />POTENTIAL ACQUISITION OF 2750 RICE STREET <br />The City Administrator explained that recently staff learned that Lincoln Pawn at 2750 Rice <br />Street is listed for sale, and the owner is interested in selling both the building and the business. <br />The existing building was built in 1922, and the parcel is only .21 acres and development may be <br />more difficult with the adjacent area on the east and south that has already been completed, but <br />this property may be a critical acquisition for future redevelopment. <br />The City Administrator explained that this parcel was originally included in TIF District 3-2 <br />which was initially established in 1995 to redevelop property along Rice Street. This included <br />the Sherman Associates townhome and commercial development, however the pawn shop (2750 <br />Rice Street) and several other nearby parcels were not acquired and were ultimately not included <br />in the project. This TIF District (TIF 3-2) was decertified in 2017, however this parcel and a <br />handful of other parcels in the area that were not redeveloped were included in TIF District 7-1 <br />
