MINUTES <br />CITY COUNCIL <br />DECEMBER 1, 2021 <br />Torkelson introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2021-12-146 — A CCEPTING THE CORONA VIR US LOCAL <br />FISCAL RECOVERY FUNDS ESTABLISHED UNDER THE AMERICAN RESCUE <br />PLANACT <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). Nays (0). Resolution adopted. <br />Torkelson introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2021-12-147 — RECORD THE 2021 ALLOTMENT OF $573, 786.39 <br />OFARPA FUNDS IN THE GENERAL CAPITAL IMPROVEMENT FUND TO BE <br />USED FOR FUTURE CAPITAL PROJECTS INCLUDING THE RONDEAUPARK <br />IMPROVEMENTS <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). Resolution adopted. <br />ORDINANCE 857, AMEND CITY CODE CHAPTER 202, PLANNING COMMISSION <br />AND CHAPTER 2501, PARKS & REC COMMISSION, TO ADD YOUTH <br />REPRESENTATIVES <br />The Community Development Director/Planner explained that Enhancing Identity and Empowering <br />Community was one of the four strategic directions included in the City's 2019 Strategic Plan. She <br />stated that one of the strategic initiatives related to this directionwas to increase community <br />engagement by adding a youth member to the City Commissions. She explained that in order to <br />add a youth commissioner to the Planning Commission and Parks and Recreation Commission, <br />Chapter 202, Planning Commission, and Chapter 2501, Park and Recreation Commission, must be <br />amended with language that allows for a youth commissioner. She stated that after reviewing other <br />cities that have a youth commissioner, staff has outlined criteria for a Youth Commissioner on both <br />Commissions. She noted that the youth commissioners would not be paid. <br />Torkelson questioned why the youth commissioner would not be paid and felt the youth's time was <br />no different than a regular commissioner. The City Administrator stated that it is not too common <br />to pay Commissioners and thought that we may move away from doing that in the future, and by <br />not starting it now would not complicate things later. McGraw stated he does not want to <br />distinguish between the Commissioners. McGraw stated that the discussion about Commission pay <br />can be put on the next Council agenda. There was Council consensus to treat all of the <br />commissioners the same and pay everyone the same. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2 021-12-148 — ADOPT ORDINANCE 85 7, AMENDING CITY <br />CODE CHAPTER 202, PLANNING COMMISSION, AND CHAPTER 2501, PARKAND <br />RECREATION COMMISSION, ADDINGA HIGHSCHOOL AGE YOUTH <br />
