<br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />3824 Huntington Avenue St. Louis Park, Minnesota 55416 <br />952.920-1749 bill@weberplanning.com <br /> <br />Date: 5 June 2020 <br /> <br />To: Corrin Wendell, Community Development Director, City of Little Canada <br /> <br />From: William Weber, Planning and Ordinance Consultant <br /> <br />Subject: Draft Amendments to Section 601, Nuisance Code <br /> <br /> <br />I have prepared amendments to Section 601 of the Little Canada City Code, Nuisances, for <br />review by City staff and subsequently by the City Council. <br /> <br />The proposed changes were made based on our conversations and a comparison of the Little <br />Canada Code to those of neighboring Cities. <br /> <br />Added: In particular, I added clauses on: <br /> <br /> Accelerated abatement for certain nuisances (601.090) – this would allow the Council to <br />order certain listed nuisances to be abated within 5 days instead of the normal 10 days <br /> Variances (601.100) <br /> Appeals (601.110) <br /> Graffiti – I added a definition but am still working on the regulations. This subject could be <br />addressed under both Nuisances and Signs. <br /> Animals, non-domestic – referred to Section 1100, Animals. <br /> Composting, offensive or unsightly <br /> Debris accumulated in a way that it may attract insects or rodents (601.030 (h) ) <br /> Noise – the draft indicates that noise is addressed in City Code Section 2801, Noise. An <br />amended Section 2801 will be reviewed with the Council in July and will comply with the <br />standards of the Minnesota Pollution Control Agency. <br /> <br />Deleted: I propose to delete several items related to morals and decency that appear to be <br />addressed in other sections of the City Code, which are either covered by state statute, outmoded <br />or overly broad. These subjects are proposed to be deleted: <br /> <br /> Alcohol, unlicensed <br /> Betting <br /> Gambling <br /> Indecent publications <br /> Obscene language <br /> Peeping <br /> Prostitution <br /> “All other acts considered detrimental to the <br />moral well-being of the inhabitants”
